Perspective on the Comprehensive Reform of Higher Secondary Education in Aguascalientes: An approach from System Management

Relevant conditions of the process of reception and adoption of the Common Curricular Framework (CCM) of the Comprehensive Reform of Higher Secondary Education (EMS) in the upper secondary education subsystem of the State of Aguascalientes are described through the perspective of directors and middle managers. of the administrative structure to show relevant aspects that determined the main challenges in the management of the process: unequal access to resources by the different modalities, dominant presence in the management decision making of the central offices in Mexico of the federal modalities, participation limited participation of the local educational authority, marginal participation of local modalities in the definition of attention strategies for the MCC, among others. The article frames these findings with a previous account of the planning of improvements to secondary education that were proposed in the development plans of state administrations, in contrast to the national educational reforms in Basic Education.
